denounce Lula’s government for discrimination against
Multiracials

Several non-governmental organizations lodged a denunciation with the
Federal Public Prosecution Service on April 5, 2006, against the Lula
government. They charged the federal government with practice of racial
discrimination against the Multiracial (mestiço, in Portuguese) population and requested the Federal
Public Prosecution Service to investigate the Special Secretariat for the
Promotion of Racial Equality (SEPPIR) in order find out why the Multiracial
movement was not guaranteed participation in the regional and in the national
meetings of the Intergovernmental Forum for the Promotion of Racial Equality (FIPIR).
They also asked the Federal Public Prosecution Service to find out why the
Preparatory Meeting of the North Region took place in Brasilia, on March 31, not
in a state of the North. The North Region was given a discriminatory treatment
in relation to the other regions of the country: the other preparatory meetings
took place in the other regions themselves. The NGOs also asked the
Federal Public Prosecution Service to inquire why the State of Amazonas,
the only one which sent a Multiracial delegation to the 1st National
Conference for the Promotion of Racial Equality (held in 2005) and the
only State which recognizes the Multiracial identity in Brazil (it was
officially recognized on March 21, 2005), is one of the three States where the
Intergovernmental Forum for the Promotion of Racial Equality (FIPIR) has not
been implemented.
Among other things, the NGOs requested the Federal Public Prosecution
Service to find out why the National Council for the Promotion of Racial
Equality (CNPIR) has not yet answered to the petition, addressed by the
Multiracial
movement to the CNPIR in 2005, for a seat on the council.
Finally, they denounced the absence of public policies for the Multiracial
population during the announcement of the National Plan for the Promotion
of Racial Equality, which includes the Black, Indigenous, Gypsy,
Jewish, Arab, and Palestinian populations.
