Government defends that, if the country racial issues are not solved, it will be very difficult to reach the Millennium Goals.
Color or race indicators are not part of the goals proposed by the United Nations in the Millennium Development Goals. The Brazilian Government however supported by the UNDP has insisted that the issue is closely connected to the Goals and that if the differences between whites and blacks are not fought the country will hardly reach the MDG within the established deadline - 2015. An event in Brasilia on June 28 and 29 will precisely discuss the issue. It is the international panel "Affirmative Actions and the Millennium Goals", organized by SEPPIR (Special Secretariat of Racial Equality Promotion Policies ).
“The relation between the number of black people in poorest layers of the population clearly shows that such issues are very important", states Magali Naves, SEPPIR international advisor working in the event organization. "We cannot fail to approach the racial inequality within the Millennium Goals. It would be much harder to reach them. The government's first study on the matter called National Follow-up Report of the Millennium Development Goals highlighted several aspects of racial inequality in Brazil.
Several authorities will participate in the event in Brasilia. The 1st National Conference on Racial Equality Promotion will also open on the 30th, also promoted by SEPPIR and many international experts will come to the country to participate in the discussions. "Brazil is the only country in the world to have a racial equality promotion entity at ministerial level", says Magali. “This draws the interests of the major players involved in the matter". The event on the Millennium Goals wants to take advantage of the presence of these authorities in the city to discuss the importance of MDGs.
The first topic of the debate will be racial diversity and the Millennium Goals. Then the experts will meet to formulate suggestions of public policies in the area. At the end they will analyze which instruments exist at national and international levels to stimulate minorities' rights.
The attendees will include: Clare Roberts of the OAS (Organization of American States) Inter-American Commission on Human Rights; Miranda Munro, Representative Director of the International Department of Development of United Kingdom in Brazil; Mame Bassine Niang, Senegal's High-Commissioner of Human Rights and Peace Promotion; Rafael Bernal Alemany, Cuba Vice-Prime Minister of Culture; Musa Amer Salim Odeh, of Palestine special delegation in Brazil; Hector Huertes Gonzáles, President of Conclave of Indigenous Peoples of Americas of Panama; Eric Vicioso of the US National Council for Minority Development and Mohammad Barakeh of Israeli Parliament, among other representatives. Also present will be the SEPPIR Minister, Matilde Ribeiro; Brazil Foreign Relations Minister, Celso Amorim; the UNICEF's representative in Brazil, Marie-Pierre Poirier — also representing Carlos Lopes, coordinator of the United Nations System in Brazil and UNDP representative in the country; Ana Falu, Director for Brazil and South Cone of UNIFEM (United Nations Development Fund for Women); and Laís Abramo, director of ILO (International Labor Organization in Brazil).
The event proposals and conclusions will be referred to the Conference on Thursday to be discussed in depth. Both events are part of the Federal Government's schedule of the Racial Equality Promotion National Year.
